“Report on the development of intellectual property rights in China 2015 (blue paper)” is released

1. With the establishment of a sound IP law system, China has become a major IP powerhouse. Besides, the acceptance and allowance amounts of patent application have increased over 27 times in the 20 years from 1995, and such numbers have increased about four and five times respectively in the 10 years from 2005. As a result, China leads the world in the acceptance and allowance quantities for many consecutive years.

2. China still has a long way to go in its IP development. Chinese IPs feature large scale, small return, high quantity, low quality, reflected especially in overseas IP performance, IP strength index and IP trade. In 2014, China ranks the 6th in the residents' overseas invention patent application amount with 36,682 applications, and takes the 8th position in the residents' overseas invention patent allowance amount with 13,702 granted applications.

3. Chinese IP development will advance steadily in a medium-high speed, and the focus will alter from quantity to quality.

4. The development of IP in China is closely related to that of macro economy. From a macro perspective, the average contribution of IP to economic growth is 23.29% in the six years from 2008 to 2013.

5. Globalization will be the focus of Chinese IP development, with hi-tech and Internet companies being pioneers. According to the statistics, the speed of global IP development in China has obviously outpaced that of domestic IP development, with Internet companies like HUAWEI, ZTE, and Tencent taking the lead.

6. The Chinese IP system will be improved to enable better IP protection. After the publication of “Outline of the national intellectual property strategy”, the overhaul in Chinese IP system demonstrates the importance of strategy and system construction on a national level. With the implementation of “Action plan for thorough implementation of national IP strategy (2014-2020)”, the Chinese IP system will be further improved and better IP protection can be expected.

7. The golden age for Chinese IP service agencies is coming. With the economic and social improvement of China and support from national policy, the IP service industry will be presented with a great development opportunity. Under the background of “Internet plus”, the emergence of new modes and new mentalities will boost such development.

8. IP is the booster and protective umbrella for the goal “Mass Entrepreneurship and Innovation” in China. The entrepreneurial surge in China features innovations in technology, design and business model, and innovations cannot survive without a sound intellectual property system.

9. Regional imbalance in Chinese IP development will continue. With a vast territory, the economic and social development in China varies significantly from one region to another due to uneven distribution of resources and talents. Since the development of IP is subject to economic development and the reality of imbalanced economic development cannot be changed in the short term, regional imbalance in Chinese IP development is to stay for the time being, which poses a new challenge for the objective of coordinating regional IP development.
